Geographic Information Survey 2009

The UK Local Government Association (LGA) has published a report titled: Geographic Information Survey 2009, December 2009, 17 pages. The report summarises the results of a survey undertaken during October 2009 with respect to the use of geographic information services within local government within England and Wales.

The announcement states:

“The purpose of the survey was to gain a full picture of the current provision of Geographic Information (GI) Services by local authorities and other local government organisations in England and Wales, and the results will inform the IDeA / LGA / WLGA’s strategic vision to support local authorities to improve GI services and help in specifying future requirements of the Mapping Service Agreement (MSA). The survey was sent to all 488 signatories to the MSA and received responses from 255 (52 per cent).”

The report Introduction states:

“The Geographic Information Survey was conducted by the Local Government Association’s Analysis and Research team for the Improvement and Development Agency for local government (IDeA), the Local Government Association (LGA), and the Welsh Local Government Association (WLGA) in October 2009.

The purpose of the survey was to gain a full picture of the current provision of Geographic Information (GI) Services by local authorities, national parks, passenger transport authorities, police and fire services across England and Wales.

The main objectives of the survey were to identify:

  • the current level of GI services provided in local government
  • the technical capabilities of GI services
  • current partnership arrangements of GI service provision

The results of the survey will inform the IDeA/LGA/WLGA’s strategic vision to support local authorities to improve GI services within their organisation and across partnerships and help in specifying future requirements of the Mapping Service Agreement (MSA)- (Note: The Mapping Service Agreement is a procurement, contracting and licensing framework for the delivery of digital mapping,

geographical and spatial information services on behalf of all local government). This in turn will enable them to meet the requirement of modern public service delivery and the proposed INSPIRE (Infrastructure for Spatial Information) regulation.

For the purposes of the survey, GI services included the coordination, management, supply, analysis and application of geographic information across local government.”

Question 23 of the survey related to public sector information asset registers and the response is summarised on page 11 of the report and states:

23. How much of your authority’s GI is registered in its Public Sector Information asset register?

A not dissimilar situation emerged in relation to the registering of GI data in Public Sector Information asset registers. Almost two-thirds of respondents (64.3%) were unable to say how much GI data were registered, and around one in eight (12.9%) did not have an asset register. Around one in seven (14.9%) had not registered any of their GI data, leaving only 7.9% which had registered any.”
